We went today and they said, despite having work permits and living here, that as we weren't Thai we couldn't get in. I'm used to the dual pricing but this is next level racism. Very disappointed. They did say if you take a Thai person with you, you can go in, unfortunately we didn't have one handy!

This place is in the military zone, so your position will be vanished from Google map ! After the verification process (passport (for foreigner) or id card (for Thai) is needed), ones may ask the way from the officer.
The place has no entrance fee. The first zone we entered was the museum that provides some informations about sea turtles in Thailand. The next zone is a large open tank with glass wall where you can see huge sea turtles swimming around and poking up their heads above the water to breath loudly. The final zone contains many open tanks with baby sea turtles of several breeds. We were told that after a couple of years of parenting (to ensure that they are strong enough), they will be released back into the sea. This place also has a souvenir shop, cafe and restaurant with nice view of sea, beach, cargo ships and battleship.

It is really unique place that you can enjoy the sea turtle life. If you visit here at the right time you can see the navy releasing the growth sea turtle back to the sea. Moreover, there is a coffee shop inside nearby the beach with various choices of drinks you can enjoy with sea view

After a day at the local beaches of Hat Nang Ram and Hat Nang Ram, a fleeting visit to this free centre is in order.
It comprises a small info and museum area and a tank area showing the growth of turtles from birth to adulthood.
There is also a restaurant where you can take in views of the beach and bay, and the country's naval port and aircraft carrier.
We smacked out here with some pleasant soft shelled crab amongst other dishes, washed down with a few bottles of quaffable beer Chang

An educational experience for all ages and a pleasant drive towards the Sea Turtle Conservation Centre. Study the Google Map before in case you lose signal, go in the morning or early afternoon and allow yourself enough time to find your way out; roads get trickier to identify when it gets dark (imagine driving through country roads with no street lights), signage towards the site is lacking, ask a Thai Navy officer "dow" (meaning turtle) or ask your kid to quickly draw one out, they will happily point you the right way. Entrance is free, fair to support by spending some money in the souvenir shop for good cause, cute turtle-themed items unlike the usual Thai souvenirs seen anywhere else. Set up in 1954, when awareness on turtle conservation was low to zero anywhere else in the world, the initiative by Her Majesty Queen Sirikit, supported by the Thailand Navy was highly admirable. Skip the tiger/elephant zoos (where "staff" treatment is questionable), bring your kids and family here instead.

This is the best thing I did in southern Thailand. Hire a car and drier. I rented a motor bike and made a few other stops. It's one of the Royal projects to increase the turtle population and prevent it from becoming extinct. Not many tourists. You will need your passport ant leave it at the gate.

I really love sea turtles and the conservation of the species is very important to me, so I was really excited to go to the conservation center. Unfortunatly, I was really sad to see the conditions the sea turtles are living in. The waters were really dirty and there were dead fish floatting around. Overall it felt like a bad aquarium.

How to get there from Pattaya by public transport? How to contact them to obtain permission to visit (if it is nesessary now)?

There are public buses and pickup trucks along Sukhumwit road from Pattaya to Sattahip and further to Rayong. You can easily flag them down.
At he time of our visit no permission was needed, just turning up at the gates of the military base and being ready to leave an ID with the guard was enough.
Is there any kind of pass or reservation needed to visit the turtle hospital?

No, you don't need to make a reservation. But due to the fact it is on a naval base, you must stop at the guard house at the entrance. There they'll simply ask for your ID and how many people are traveling in the vehicle to enter into their log book and give you a pass for the vehicle you're traveling in. When you leave, stop at the guardhouse and give them the pass to be signed out.
